National Committee Meeting Minutes

CHAIR
  • Responsible for the overall running of the group.
  • Draws up agendas for meetings (in conjunction with Secretary).
  • Liaise with Secretary on strategy.
  • Chairs and facilitates all meetings of PCS PROUD.
  • Checks minutes are agreed and accurate.
  • Responsible for making sure PCS and PROUD rules/ constitution are followed.
  • Updates rules in line with decisions of the national president.
  • Uses casting vote.
  • A contact point for members/ Regional reps/ PCS HQ/ PCS groups and outside agencies.
  • Raises the profile of PROUD in the PCS, the wider trade union movement and the LGBT community.
  • Advises on personal cases and deals with most serious cases.
  • Signatory to group finances.
  • Ensures the Key Indicators from the PCS Charter For Equality are adhered to.
SECRETARY
  • Performs the main administrative functions of the group.
  • Main contact point for members/ Regional reps/ PCS HQ/ PCS groups and outside agencies.
  • Liaise with Chair on strategy.
  • Deals with correspondence.
  • Issues invitations to guest speakers to PROUD events.
  • Liaises with Chair on agenda items for meetings.
  • Prepares reports and up-dates for National Committee meetings.
  • Takes minutes and circulates minutes for National Committee and Officers’ meetings.
  • Produces annual report for AGM.
  • Raises the profile of PROUD in the PCS, the wider trade union movement and the LGBT community.
  • Liaises with Training Officer to advertise training events to Branches.
  • Advises on personal cases.
  • Signatory to group finances.
  • Ensures the Key Indicators from the PCS Charter For Equality are adhered to.
TREASURER
  • Keeps day-to day control of funding of the group.
  • Prepares and submits budget bids and any supplementary bids.
  • Pays all expenses incurred by activities made on behalf of the group.
  • Liaises with organiser with regard to the PROUD stall materials.
  • Liaises with PCS HQ to ensure accounts/payments are correct and audited.
  • Signatory to group finances.
TRAINING OFFICER
  • Responsible for all training needs within the PROUD group and reports back to National Committee.
  • Liaises with regional offices to arrange training for local reps on ‘Dealing with Sexuality and Trans Issues in the Workplace’ courses.
  • Updates and provides training material for all courses including Stage 1 and Stage 2 PROUD training, and workshops for the PROUD annual seminar.
  • Ensures that all training events are advertised in PCS View and on the PROUD web site in conjunction with the Secretary and Organiser.
  • Writes and updates Tutors notes for all PROUD courses.
  • Tutor for training events.
  • Provides tutors from within PROUD.
  • Deals with course accreditation through the College of North East London.
  • Liaises with Director of PCS O&LS on training issues.
  • Deals with evaluation of training events.
  • Deals with training needs for new Regional reps, and Lay Tutors from within PROUD.
  • Ensures the Key Indicators from the PCS Charter For Equality are adhered to.
ORGANISER
  • Prepares the timetable for the year for the PROUD group.
  • Organises venues for all meetings.
  • Organises accommodation for PROUD training and events.
  • Liaises with Director of O&LS on training events.
  • Liaises with PCS HQ, Secretary, Chair and Training Officer when organising annual seminar.
  • Organises group Standing Orders Committee.
  • Organises PROUD stall at National and Group Conferences and at annual seminar.
  • Liaises with Treasurer to fund stall purchases.
  • Purchases materials for stall.
  • Signatory to group finances.
MEMBERSHIP SECRETARY
  • Maintains the membership records and ensures PCS HQ are kept up to date.
  • Issues membership cards.
  • Liaises with Editor, Regional reps and Equality Officers to campaign to increase group membership.
  • Issues address labels of regional membership to Regional reps.
  • Keeps Regional reps updated as to new membership in their region.
EDITOR
  • Produces the PROUD magazine and monthly News briefings in conjunction with PCS HQ.
  • Liaises with National Committee members for written contributions and group publicity.
  • Writes seminar reports for PCS View.
  • Liaises with Web Officer as to deciding material for web site.
  • Ensures publicity for the group appears in PCS View in conjunction with the Secretary.
WEB OFFICER
  • Maintains and updates the PROUD web site.
  • Liaises with the Editor as to deciding material for the web site.
  • Liaises with National Committee members for contributions to the web pages.
  • Liaises with Training Officer as to publicising training events.
  • Designs publicity material and forms.
REGIONAL REPRESENTATIVES
  • Liaise with PCS Regional Office in your region to establish contact details of local Branch Committees and representatives.
  • Raise the profile of PROUD in your region by contributing to Regional Newsletters and speaking at local Branch meetings.
  • Establish and maintain contact with members in your region through Newsletters, meetings, and social events.
  • Participate in Regional TUC LGBT networks.
  • Build contacts with local LGBT community groups.
  • Liaise with Membership Secretary for updating membership details in your area.
TRANS REPRESENTATIVE
  • Responsible for raising and updating the National Committee and PROUD membership on Trans issues.
  • Advises and supports Trans members within PROUD.
  • Establish and maintain a network of Trans members within PROUD.
  • Aims to encourage greater participation of Trans members within the life of the PCS and PROUD.
  • Liaises with Training Officer on Trans issues for training purposes.
  • Assists with training on Trans issues.
  • Provides support and assistance to local union reps on Trans issues.
  • Ensures the Key Indicators from the PCS Charter For Equality are adhered to.
BLACK MEMBER’S REPRESENTATIVE
  • Responsible for raising and updating the National Committee and PROUD membership on Black member’s issues.
  • Advises and supports Black members within PROUD.
  • Establish and maintain a network of Black members within PROUD.
  • Aims to encourage greater participation of Black members within the life of PCS and PROUD.
  • Liaises with PCS Black Members’ Forum to provide updates on LGBT issues.
  • Ensures the Key Indicators from the PCS Charter For Equality are adhered to.
DISABLED MEMBER'S REPRESENTATIVE
  • Responsible for raising and updating the National Committee and PROUD membership on Disabled member’s issues.
  • Advises and supports Disabled members within PROUD.
  • Establish and maintain a network of Disabled members within PROUD.
  • Aims to encourage greater participation of Disabled members within the life of PCS and PROUD.
  • Liaises with PCS Disability Forum to provide updates on LGBT issues.
  • Ensures the Key Indicators from the PCS Charter For Equality are adhered to.
WOMEN’S REPRESENTATIVE
  • Responsible for raising and updating the National Committee and PROUD membership on the PROUD Women members issues.
  • Advises and supports Women members within PROUD.
  • Establish and maintain a network of Women members within PROUD.
  • Aims to encourage greater participation of Women members within the life of PCS and PROUD.
  • Liaises with PCS Women’s Forum to provide updates on LGBT issues.
  • Ensures the Key Indicators from the PCS Charter For Equality are adhered to.
TUC LGBT REPRESENTATIVE
  • Attend National TUC LGBT committee meetings and report back to National Committee.
  • Attend National TUC LGBT annual conference and prepare report for membership
STANDING ORDERS COMMITTEE
(3 elected, 1 appointee from NC)
  • Organise and ensure that motions and other AGM preparations run smoothly and impartially in accordance with National Rules.
  • Write and oversee Standing Orders.
